Marketplace role
ProHarbor connects customers with independent local service businesses. Professionals are not ProHarbor employees, agents, or subcontractors, and ProHarbor does not perform, supervise, or guarantee their work. Customers and professionals are responsible for deciding whether to work together and for documenting their final scope, price, schedule, permits, and other project terms.
Quotes are estimates unless the customer and professional separately agree otherwise. Using ProHarbor does not guarantee matches, responses, project results, or a particular number of quotes.
Accurate information and acceptable use
You must provide accurate information and use private customer or business information only for its intended project purpose. You may not scrape the platform, bypass security, probe another user's data, resell leads, impersonate another person, submit illegal or deceptive content, introduce malicious code, or interfere with the service.

Quotes, messages, reviews, and verification
Messages must remain professional and project-related. Reviews must reflect genuine completed ProHarbor projects; manipulated, retaliatory, incentivized, or fake reviews are prohibited. Verification badges reflect limited evidence reviewed at a point in time and are not a guarantee of licensing status, insurance coverage, identity, work quality, or future conduct.
Lead access and payments
A successful professional lead purchase provides authorized access to information for a matched lead; it does not buy a job or guarantee a customer response. Leads may be non-exclusive. Job payments are arranged directly between customers and professionals. The Refund Policy describes the conservative review process for lead-access charges.
Suspension and termination
ProHarbor may restrict, suspend, or close access when reasonably necessary to address fraud, abuse, security risk, unlawful activity, harassment, repeated policy violations, or inaccurate account information.
Disclaimers and limitation of liability
ProHarbor is provided on an as-available basis. To the extent permitted by law, ProHarbor disclaims implied warranties and is not responsible for independent professionals' acts, omissions, work quality, property damage, injuries, or final agreements. ProHarbor does not provide legal, construction, insurance, licensing, tax, or financial advice. Liability limitations apply only to the extent permitted by applicable law.
